Position Overview:
Reporting to the Director of Human Resources, the Human Resources Business Partner (HRBP) is a key partner supporting assigned locations’ managers by promoting a culture of positive employee relations and employee engagement. The HRBP provides full cycle Human Resources support, supervises a team of HR Generalists, and oversees all employee relations across the organization by providing guidance and coaching to the HR Generalists. 

Employee Relations/Engagement:

  • Initiates and manages employee relations/investigations for assigned locations.
  • Provides supervision and coaching to HR Generalists for other locations related to employee relations/investigations, ensuring fairness and consistency.
  • Provides timely and effective advice on HR-related matters to employees and managers.
  • Coaches functional management to increase manager acumen and accountability.
  • Partners with other HR functional areas as needed to resolve internal customer issues.
  • Acts as a change agent in supporting improvement efforts and driving cultural change. 
  • Supports efforts around increasing employee and manager engagement.
  • Acts as an employee champion and identifies trends to help inform/support management to build a positive culture at Harbor.

HR Processes:

  • Takes a proactive approach with assigned locations to anticipate, assess, and provide HR solutions in relation to business needs, with guidance as needed from HR Director.
  • Ensures that the recruitment and onboarding process for both managers and new hires is timely and seamless.
  • Works with managers to ensure employee changes are processed timely and accurately.
  • Assists with planning and delivering the monthly Harbor-Wide Orientation Program.
  • Participates in compliance audits.

Supervision of HR Generalists:

  • Lead and manage the HR Generalists to ensure quality, innovation, flexibility, and excellent customer service.
  • Analyze the effectiveness of HR operations and policies. Re-engineer processes to ensure maximum efficiency.
  • Leverage technology and systems to maximize efficiencies.


  • Can be depended on to work as scheduled with a good attitude toward work.
Minimum Qualifications:
•   Bachelor’s degree in Human Resources, Business, or a related field
•   8 years of experience performing Human Resources functions as described above
•   2 years of experience directly supervising staff
•   Demonstrated experience with conducting investigations and resolving employee relations issues
•   Excellent organizational, time management, and communication skills
•   Comprehensive knowledge of state and federal employment laws
•   Proven ability to influence, negotiate and build partnerships with all levels of management
•   A true hands-on approach as well as the ability to successfully monitor the "pulse" of the employees to ensure a high level of employee engagement
•   Experience with fast paced and complex changing work environment
•   The ability to manage multiple priorities simultaneously - oriented on results
•   Passion for innovative HR solutions and process improvement
•   Operates with autonomy and discretion
•   Intermediate knowledge of Word, Excel, PowerPoint, and Outlook
•   Understanding and ability to fully utilize HRIS systems including recruitment (ATS), personnel (HRMS) and training (LMS) applications
•   Ability to travel between Harbor sites in a timely and efficient manner
•   PHR or SHRM-CP certification preferred
